For me, the biggest difference between those two level sets is this:
1300 and below: to beat them, you learn to take advantage of their tactical mistakes.
1400 and above: they play solid games, so you have to force them to make tactical mistakes through strategy.
It's a lot harder, because you have to think multiple moves ahead, with different conditionals for each possible move.
