I'd like to create a private account to play on, mainly for OTB tournament related preparation. Is it necessary to go through title verification a second time or can I just message the new account's username to the required party?
In the form for title verification; Edit your response then type your other username in the form and send it. It should be verified in some time
You can have a private account with the NM tag but without your name in the bio or any info that leads to your identity and in that case you have to go through title verification again and mention that you wish the account to be private.
Or you can have an anonymous account where you don't ask for the tag and play like an untitled player.
