At the first look you're right. On the one hand every player can be the commander and in case for example the command chair is rushed and destroyed by the aliens and a second command chair is available someone else has to do the job.
On the other hand the strategical parts are everywhere.. in the way you play.. like in chess..

I used to play FPS a lot. In the following order:

CoD (2003)
CS:S
ETQW
TF2
CS:GO

I also was into MMO's for a few years (Lineage2, Aion; spent $3k irl money on gear---idiot)

Then I fell in love with strategy games (like chess). Loved starcraft2. Got to diamond as a zerg player.
