Why flagged cheaters are allowed to play in casual mode?

If you google for "ratingbar with stars" you would know what I mean.
The level of trustworthy should be indicated beside their name or rating.
If challengers come with less stars. I wouldn't accept it. If I don't want to play against a cheater. But there are some users, who play against stockfish levels. Banning people for cheating doesn't work good imo. Toruring or punishing is very counterproductive.

Even in tournaments users with less stars shouldn't be allowed to join the tournament.
Maybe my idea is not the best, but is something I would prefer.
I don't understand why when I put out a seek for a casual game with rating limits, players who got a rating through cheating can still join the games.
Not suspecting people of cheating is a symptom of being a pathological liar? That's a weird leap. It's probably a symptom of being a pessimist though. When I lose I blame myself instead of others.
I think its everyones reponsibility to do the following before Accepting/Playing any opponent:

Hover over hes user name, take a quick peek t hes bullet rating, if hes bullet rating is close to hes other ratings, and by close i mean if hes classical is 2200 for example then hes bullet should at least be 2000 in my opinion, if 1900, then least 1650-1700 etc..

This method is not 100% guaranteed but its the best and greatly decreaees the probability of ur opponent being a cheater "of course u can confirm that after ur game"

Secondly. Try to have the 100% honest players that youve previously played on ur following list, that way you dont have to worry about them cheating when playing.

And finally add those you suspect or mistrust on your Ignore list. And of course report the cheaters ASAP. This should help quite a bit. At least thats what i do and havent been dissappointed so far :)

The only exception is in turneys, but thankfully, there are more honest players than cheaters which is why ive enjoyed playing in classical turneys as of late. I think lichess is doing a wonderful job in dealing with cheaters.

Oh and as for OP

just hover over ur opponents username before starting a game. That should spare you the time.
AM-Veritas that doesn't work, my classical is 2000 and I don't play bullet but I'm sure if I did it would be under 1500 because my ping is so high. I wouldn't be surprised if I struggled to get past 1200.
It doesn't really help at all. There's no good reason to think that a user with a discrepancy in ratings is a cheater, or that a cheater would have that kind of discrepancy in his ratings.

If I see the stats you describe, it doesn't make me suspicious at all.
