Best positional opening?

for white, london system or english and why. and suggest anything for black against e4, d4, g3, and nf3.
Between the 2 you have posted I would say English since there are more options/lines you can transpose into. If you play the london you are set in stone only a hand full of different options to go into. Against e4 I would say c5 at the very top (no need to explain why). d4 black can go KID, QID, Nimzo, Slav/Semi Slav (the list goes on). g3 and nf3 is just not (so) common compared to e4/d4 but still need to know. you can always treat g3 as white is wanting to play KIA and with nf3 some will just play different moves orders and transpose into a main line Spanish ex. (nf3,nc6,e4,e5,Bg5).

Against d4 and Nf3 the best option is the King's Indian. It is aggressive positionally and you will move your pieces to the king side and attack there. It is especially good when you learn to drop your f6 knight back to the eighth rank to play f7-f5-f4 and instantly demolish any sub-1600 elo. The Triangle Slav Noteboom (1. d4 d5 2. c4 e6 3. Nc3 c6 4. Nf3 dxc4) can cause lots of chaos and white has a positional ulcer on their queenside. If positional means solid, there is the Semi-Slav and QGD.

Against g3, just build a classic pawn Center but be ready to advance when they pawn break. This will bind them. You can also use the kings Indian against g3.

And against e4, if you are looking for a solid game play the Caro Kann. Your pieces will quietly manoeuvre. And immediate ...c5 against the advance can cause positional chaos. Another option is to play the Kan Sicilian and use the Hedgehog setup. If white gets greedy and advances lots of their pawns to their 4th rank your pawn breaks will be more deadly. They are already deadly against a common response to the Kan, the Maroczy Bind. If you like offbeat openings and/or have an appetite for adventure, try the Pterodactyl variation of the Modern. You will voluntarily exchange your good bishop on g7 for their knight so that White will have positional weaknesses in their camp, in the form of pawn structure. You can also try the Lion Philidor (e4 d6 d4 Nf6 Nc3 e5 Nf3 Nbd7)

As for the white pieces, I think the English (Botvinnik system) is as good as the London. Another option is the Giuoco Pianissimo where your pieces will slowly move around from one side of the board to another to cause pressure. You can also try the Exchange Ruy Lopez to form weaknesses in Black's position, giving you a long term positional edge.
